Honestly? Eddie Guerrero. Dude was marginally over during the Latino Heat stuff but before that and after it was over? Dude couldn’t buy a crowd reaction. Even the Latino Heat angle was shouldered by Chyna’s overness and it didn’t last long. Best thing he ever did was finally get rid of the mullet. Immediately it was easier to take him seriously.

Del Wilkes. It's interesting that a guy dressed in the United States flag saw his bigger success in Japan but not in his own country lol, only in wrestling.
Don Callis. The truth comission was dookie and he was a shit manager, nobody missed him when he got fired.
Tori. She only got reactions for being insanely hot but her work in the ring and her promos were shit.
Harris Twins. The neo nazis had a million different gimmicks but nobody gave a f*** about them.
Mideon. Probably the most useless guy ever, apparently he was only employed because he was Undertaker's buddy.

It's funny because in WCW, even as the disciple Ed Leslie kinda got half over. Warrior was cheered in WCW also. Warrior isn't low card, but he is hated almost here for his WCW run.....the myth being that fans didn't like him when actually in his final WCW promo he had a ton of cheers. Were WCW fans just more passionate for their mid-low card acts? I'm trying to remember who got indifference.... It's funny because in WCW, even as the disciple Ed Leslie kinda got half over. Warrior was cheered in WCW also. Warrior isn't low card, but he is hated almost here for his WCW run.....the myth being that fans didn't like him when actually in his final WCW promo he had a ton of cheers. If you go back and watch a lot of late 97 and early 98 shows, the crowd isn’t hot save for the upper card, where they are red hot.
I’d say the main years of everyone being way over are late 98 to maybe sometime in 2002.

Was non-DX Billy Gunn over? I remember him being in high-profile feuds, but I don’t think he ever held up his end of the bargain with guys like The Rock. I think Mr. Ass was actually over. I think he was in bad feuds.

2 Cold Scorpio would come out to no reaction. He also came out to Cactus Jack's theme once I like how Terry Funk was yelling "Bring out The Funk!", then Flash Funk showed up, suddenly back as 2 Cold Scorpio, but in a Terry Funk shirt. Even JR was making the correction on commentary. Lawler:"Maybe he's a relative of Terry Funk, who knows?!" LOL. Terry had Scorpio as his mystery partner to replace Cactus Jack against The Quebecers on Raw that week. For a little while, they were calling Scorpio "TCS Funk".

Dr. Death Steve Williams got a lot of exposure during that heel JR period, which seemed like a terrible idea, so I'd reckon at best he may've gotten "go home" heat.
Were Stevie Richards and Blue Meanie over back then? I have a foggy recollection of their WWF days back then...

Okay, I wonder this, was Owen Hart over during his run in the Attitude Era? You can say that he was sort of over in his "Blackheart" gimmick, but after that, he was in The Nation, who was overshadowed by The Rock, then he teamed with Jeff Jarrett, both of whom were overshadowed by Debra. I mean I can see that he was over as a heel prior to the Attitude Era, like before Bret's departure, but when he was with The Nation, it felt like he was just there.
