One thing I've learned from interviews with former WWE writers, the phrase "Creative has nothing for you" is code for "We're not going to push you".
Many former writers have had ideas for lower card wrestlers. They usually get told by Vince "We're not pushing him, rewrite it for someone we are".
And quite a few wrestlers have had their ideas taken and given to others.
Brodus Clay came up with the "Hall of Paint" the eventually went to Mark Henry.
JTG came up with "Little Jimmy" that eventually went to R-Truth.
As it's been said. If you're not one of Vince's favorites, you're not getting a push. And will get punished if you get over without his permission.
