I'm guessing Sami isn't even in it as he will be involved in KO/Roman, and he was the only one I could have seen besides Cody.

I'd say there's at least a chance Seth does, plus there are the possibilities of Austin or Rock turning up, but Cody does seem like a very likely contender.

The only way he doesn't win is if Rock or Austin is in it.

If Austin turns them down, I wonder how far they will go with their former star picks. Will we finally see the return of Ken Shamrock? Not gonna lie, I'd watch Shamrock vs. Roman at Wrestlemania.

It's almost too obvious to be him at this point - someone might feel the story might be better for him to lose the Rumble and need to get a chance another way, through the Elimination Chamber for example.

Vince will, because it's 'best for TV negotiations' or something.

I think only other realistic possibility is Sami if they want to build to him and Roman for Mania.

Considering he seems to genuinely be the most over person on the roster not named "Sami Zayn", they'd be frankly foolish to have anyone but him win without a really, really good reason for it.

depends who is booking the rumble, HHH probably would go with Cody winning it for the obvious reasons (family history with the company, cody being a likeable person, the story makes sense for him to win.).. crazy old lecherous bastard vince could alter plans right up until the final two are in the ring and throw an extra entrant into the rumble at number 31.

Honestly, I'd say Vince was deadset on Cody winning the Rumble because of the push he gave him from the off. Also...come on, he's taken enough shots at AEW where he'd be able to go onto a conference call and say "Well, we treated the rival's bigger star better than they did".

It's like "Hmm super over on the cusp of the main event Cody Rhodes" or "super over on the cusp of the main event Sami Zayn"? It's a can't lose scenario. Two of them! So if Brock wins the f***ing thing again, you will hear my swearing from here.

Oh, you're absolutely right. He's also really good at putting one single plan in stone, attaching it to the date WrestleMania is on and saying if anyone attempts to change it, they'll be punished by death. Everything else, though? Fair game, Dean Ambrose went from one of the bigger matches of the show (Ambrose/Lesnar) to the kickoff show in a year so nobody's really safe.

If you'll allow frivolity for a moment, if a T-Rex looked funny at me, I'd change all my plans in a hurry. Unless those plans were "don't get eaten".

Now, will they is the question we should be asking/concerned about.

I’d say it can be any of the following (in order of likelihood):
Rhodes Zayn Rock Austin Rollins McIntyre
