Oh man, 25?! This is gonna be tough. Especially in a case like this; some of the best characters in sketch comedy are one-off characters who show up and disappear within one episode, so it's tough to gauge where they rank against reoccuring characters. Ah well, here's a shot. I'll stick with ten for now. 10. Crowleyesque Sir Simon and Manservant Hecubus (The Kids in the Hall) 9. Jeepers Creepers, Semi-Star (Mr. Show) 8. Matt Foley (SNL) 7. The "Police Department" Cops (The Kids in the Hall) 6. Raymond Luxury Yacht, pronounced "Throatwarbler Mangrove" (Monty Python's Flying Circus) 5. Ronnie Dobbs (Mr. Show) 4. Wayne Campbell and Garth Algar (SNL) 3. The Bishop(!) (Monty Python's Flying Circus) 2. Dennis Moore (Monty Python's Flying Circus) 1. Mr. Gumby, and the various other Gumbies (Monty Python's Flying Circus) I seperated Wayne and Garth and Simon and Hecubus, making your list tally up 12 total. While they are known as being together all the time they are seperate characters. The Police Department Cops on the other hand are nameless and interchangeable with one another so I'll keep them both as one.

Oh crap! The Black White Supremacist!
I almost died at that. Having a racist father made that waaaaay funnier. Heck, he loved that skit, for all the wrong reasons.

Do they have to be human, or can it be puppets too?

Puppets are okay so long as they are actual characters and on Sketch Comedy Shows.

I updated the rules a little to make it clearer to some people sending me two characters as one vote. To anyone that has, don't worry about it though as I've taken it into account and adjusted everything appropriatly to fix it.

Alright, I'll get those added in, and since you were kind enough to take into account the numbering change to the old one it won't be a problem at all.
