Just picked up the UK Rampage events from 1992 & 1993 for cheap and looked at the dvd listing for the '93 event. Has WWF served up a worse looking card than this?-

Lots of HOF'ers....I'm sure they put on a good show, business was struggling at the time. House shows are usually hot when business is down.

I don't think so. I was looking at some cards from the early 90s when they ran three house shows a day and some of the "C" shows had pretty bad cards. This one from Jan 15, 1990 was pretty bad:
Conquistador #1 vs. Brian Costello Sapphire (w/ Dusty Rhodes) vs. Slick Randy Savage vs. Jim Duggan Hercules vs. the Brooklyn Brawler Tugboat vs. Frenchy Martin The Bushwhackers vs. Nikolai Volkoff & Boris Zhukov

This houseshow I went to was pretty piss poor. I remember the crowd was pretty dead throughout the night. The biggest pop of that night was when Mankind gave Chyna the mandible claw

I would have gladly attended the Rampage 93 card as well as the Warwick (1995) card. Not the strongest they've put out by a long shot, but still well worth attending.

Ya, the 1980s C and D shows have to take the cake here. I went to one then that had a matches with guys not even on the roster. I remember one guy in 1987 who had a cowboy gimmick but I had never heard of him before or since.
If you were lucky at one of these high school shows, you'd at least get guys who were actually on the roster, and you might end up with a show like this
