Rico managing Three Minute Warning comes to mind. Also I didn't see the point of Stacy Kiebler as The Dutchess of Dudleyville. Not that 12 year old me was complaining. And later she came out managing The Hurricane and Rosey ... but they did give her a Batgirl style mask.

The Kabuki Warriors and Paige. It was pretty blatantly something for Paige to do since she can't wrestle, but the only purpose she really served was to be betrayed by them to cement their heel turn.

I'm struggling to think of one more, "Erm... The... What?" than Rob Van Dam and Ricardo Rodriguez. Ric Flair and AJ Styles also really, really didn't work. They're just too different of performers to make sense together. Flair managing AJ was like Larry Flynt managing Reverend Lovejoy.

Blassie managing Shiek and Volkoff. Blassie wore the head dress to sort of fit in but that left Volkoff as the odd man out. Can somebody please explain how this Trio even came to be? I know January 84 Shiek loses the world title to Hogan. Next thing I know Wrestlemania 1 in March of 85 Shiek is now tag team champions with Volkoff, and Blassie is their manager. What was the reason Shiek fell into a tag team so quickly? Simply because, evil foreigners? To make all this even more weird, this Trio transitioned into Slick managing the Bolsheviks! Once Shiek replaced Zhukov and Slick replaced Blassie.

Drake Maverick and AOP is up there, especially as a significant downgrade from the perfect combo of AOP and Paul Ellering Does anybody know the reason Ellering was split from AOP? Was it that Ellering just didn't want to travel full time anymore or because Vince is the only "old" person that should be allowed on his shows?

Two WCW ones spring to mind:
Ted DiBiase managing the Steiners.
Teddy Long managing Jim Powers.

Undertaker and Brother Love were a weird pairing, and Paul Bearer fit in more obviously. Agreed, though I’ve always been amused by Bro. Love yelling out, “Punish him! Pun-nish hee-im!” while Taker squashes a jobber. "Bury hiiiiiim! Tooooooooombstone!" I kinda think they were supposed to be mismatched and that was the idea. But Taker and Paul were the definitive combo.

I met Paul at a convention and he simply said he was too busy with other things.

Alberto Del Rio and Zeb Colter, was the first to come to mind... They both looked so unconfortable near each other. But to be fair to Zeb,who wants to be near Alberto?

Paul Heyman and Curtis Axel. It wasn't the best to start off with, but after that Triple H promo, poor Axel didn't stand a chance.

But Cesaro is posh, educated, a man of class. Nothing alike with the Sleazy, Underhanded and violence advocator that is Heyman. Fact that he played third fiddle to Lesnar didn't help too.

Slick and Rick Martel was the weirdest one for me. Martel was a snoot claiming to be more classy and refined than anyone, and Slick was an unapologetic hustler. They were like oil and water. Also, very important: Martel would not have considered Slick's fashion sense to be at his level.
Heenan with the Barbarian was another pairing that felt odd, especially when the guy started wearing pelts and antlers. The weirdos from parts unknown usually matched best with Fuji.

Cesaro and Heyman could have worked... (Hey, don't scroll down already! Really!)
Cesaro was starting to really get over at the time as a babyface while still a heel, so if they would have kept his push strong, but don't have him do anything overly dastardly, and build up tension slowly over a six month period with him and Paul E. and then either he refuses to take part in some heelish beatdown or Heyman finally just cuts him loose since he's turning into too much of a goody-goody and sicks Brock on him, then you have a full babyface turn with a strongly pushed Cesaro working with Punk and eventually Lesnar... Maybe even bring up Hero (can't remember if he was in NXT at that point anymore or in between stints) and do the Kings of Wrestling against the Beast/Best in the World etc...
Just saying it could have worked, but WWE gon' WWE.

Your timeline is a little wonky there - Punk was already gone by that point.
