I remember the Nasty Boys were going to have a run in 2007. Flash Funk in 2006. and Earthquake had a tryout in 2001.
Anyone else that almost returned?

Lesnar in 05? They seriously released like 15 people to free up space. Then he starting doing UFC instead.
Also at that time Bret Hart first started meeting with the company. They could have done his returns a few years early.
I had fantasy booked a stable of Bret Hart managing Brock Lesnar and a returning Matt Hardy.

I want to say it was Dave Scherer who claimed that Bret Hart would be returning to the WWF in 2001 to lead the Alliance. It of course never happened and that was basically the beginning of the end of him being treated as a legit source of backstage info, but he still argues there was some validity behind the claim.
Brock Lesnar was supposedly negotiating to return in like 2005 or 2006. Whether or not he actually wanted to return or just wanted to use the WWE's low-ball offers at him as legal justification to get out of his no-compete clause is up for debate.
And of course, you couldn't go onto the internet in 1997 without hearing somebody claim for sure that "Hacksaw" Jim Duggan was getting ready to make a big WWF return.

Gangrel was supposed to be in the new ECW with Kevin Thorn and Ariel.
The character of Papa Shango had two nixed returns. One in 1994 as the reason why Bob Backlund went crazy and another in 1997 as the explanation for Kane being alive.

Jake Roberts in 99 as The Higher Power.
Yokozuna at various points between 97 and 99. In addition to the Hart Foundation rumors, there were also claims he and Rikishi were going to be The Rock's muscle.
Sid in 99, shortly before he went to WCW. People thought the ECW run meant he was on his way back to the WWF.
In 2005, everyone and their mother was rumored to be returning. I had a ball fantasy booking during that time, since everyone from Lesnar to The Rock to Austin was supposedly in talks to return.

The 98 return did not happen, of course, but HBK did become the on-screen WWF Commissioner who’d show up every so often.

Legion of Doom had that RAW match with RVD and Kane that was maybe going to lead to a full return, but ended up being a one-off.
Savage in 1996 has always fascinated me. Bruce Prichard has said there were serious contract negotiations that fell apart due to dates. Can you imagine Macho Man returning at the same time as the Warrior?
