I guess you could say most of them. Outside of the still streamed classics like The Office, Seinfeld, etc.
But what got me thinking of this is Lexx. I never watched this but still remember one commercial Sci-Fi played at the top of literally every commercial break for seemingly months.
It started with a firm narrator saying “Love slave” and “idiot” as various clips played.
Outside of that spot all I remember about it is the space ship very obviously was designed to look like a penis. Also, the hot girl on it looked human but was technically a lizard or something.

Man I miss Lexx. Odd as hell but fun show.
Feels like Heroes went from being a huge deal during it's first season,to being forgotten.

The Frank Caliendo show hype still annoys me. The show is gone though. Was it good?

Mad TV went from being huge in the 90s/early 2000s, to being "that show's still around" by it's final season. I liked it but it seems now that's it's main legacy was introducing the world to Phil LaMarr, Artie Lange, and Nicole Sullivan.

The Drew Carey Show was a pretty big hit when it aired. It's seemingly gone from the face of the Earth. I don't think any place airs reruns. Though a buddy of mine says he watched the show recently and it hasn't aged well, so...*shrug*

Remember FlashForward?
They promoted the hell out of that but it lost most of its viewers and just ended on a cliffhanger

Was a massive hit, it would beat Seinfeld in head to head ratings, JTT was a teen idol for a moment....and the show is just gone.

Without looking it up, I have no idea what happened to The Orville or if it’s still on but I felt it got heavy promotion for a while.

Laff TV had a few shows that seemed to have disappeared from Syndication for a while. I used to leave it on as my default channel while my TV booted up for a streaming channel. Also, they sure seemed to love Empty Nest.

Murphy Brown was a critical darling back in the day, then it just kind of vanished from the popular consciousness and then the revival flopped. All of the music rights issues surrounding it are probably a big part as to why it hasn't really had staying power.

I don't know if it's exactly what the OP is looking for, but I remember in 2010 there was a show called My Generation about a group of high school friends who graduated in 2000 and following what became of their lives when they all wind up in each others social circles again ten years later (spoiler: DRAMA!). Not only do I remember a lot of television commercials advertising it, but there were ads and posters for it all over the subways. I don't think I got on a train for two months that didn't have an ad for it. Two episodes aired, I didn't watch either, and apparently I was in good company because the show was then canceled for low ratings.
A good chunk of NBC's 90's Must See TV line-up probably falls into this. Everybody remembers Seinfeld and Friends, and to a lesser degree Mad About You and Wings. But there was a whole group of shows that debuted on the Thursday programming block, did good ratings, were critically well received, got multiple seasons, yet either their ratings plummeted when they were moved off Thursday and died a quick death, or were quietly canceled simply because they couldn't match the numbers that Friends and Seinfeld were doing. Shows like Hope & Gloria, The Single Guy, Boston Common, Caroline in the City, Suddenly Susan, Veronica's Closet, Jesse, etc. They've all vanished and been forgotten about.

All of the music rights issues surrounding it are probably a big part as to why it hasn't really had staying power. The ending of Selma’s Choice was the Simpsons parody of an iconic Murphy Brown scene, which I only know because of them saying so on the commentary. They also say “now no one knows what that even is” and that comment was probably 15 years ago.

Spin City, 3rd rock from the sun and Becker - conspicuously absent on a streaming platform/television shows (Ireland/UK based - so it might be different state side) - they show everybody loves raymond/king of queens/cheers/fraiser all the time, but those comedies were popular as them
